Vice-President: Dillingham Insurance
Chance has served on the MCEPS board as an executive committee member since 2016 and currently serves as the vice president. He now works as a Commercial Insurance & Risk Management Advisor for Dillingham Insurance in Oklahoma City, OK where he provides personalized consulting and comprehensive insurance solutions to business in the energy sector and beyond.
Chance earned his Bachelor’s Degree in Business Administration from the University of Central Oklahoma in 2007 and holds multiple professional designations including: Associate Safety Professional (ASP) 2015, Energy Risk Insurance Specialist (ERIS) 2016, and Certified Safety Professional (CSP) 2018.
Chance is an experienced safety and risk management consultant, with 14 years of experience in various roles of safety and risk management spanning from a well servicing contractor, a drilling contractor, an operator and a commercial insurance agency and has also consulted with business’ in manufacturing, construction and transportation in addition to many energy related risks.
He lives in Yukon, OK with his wife and three children.
Secretary: TPS Alert
Jenny Sloan serves as the Secretary on the Executive Committee for MCEPS.
Jenny is the Senior Manager of Business Development for TPS Alert based in Oklahoma City and has over a decade of experience in the health and safety industry specifically focusing on contractor management. Her experience includes implementation and management of contractor safety programs, collaborating with clients across various industries to implement contractor management solutions for safety-sensitive projects. Jenny has a proven track record of streamlining efficiencies and executing solutions.
Jenny received a Bachelor’s of Business Administration degree from the McCombs School of Business at the University of Texas. She lives in Edmond, OK with her husband, three children and Australian Shepherd.
Communications Director: R&R Oilfield Services
Oscar Melendez is the HES Director for R&R Oilfield Services in northwest Oklahoma. He has been a part of the company for over ten years, working in many different areas until finally landing in the role of Health, Safety and Environmental Director. Using his bilingual skills, Oscar has worked to create a bridge between the Spanish speaking workforce in the Oil & Gas industry and their leaders. He has focused on not only making sure employees are given the correct information in the field, but that they actually understand and have the confidence to speak up when they do not understand.
Oscar is involved with many volunteer and non-profit groups in the state. He uses his graphic design and multi-media skills to improve communications for those individuals, groups and companies who have a great mission to accomplish but lack the skills and resources to carry out those missions in a professional manner.
Oscar lives in the small town of Ringwood with his wife and 3 children. He participates in
endurance events to stay in shape and spends as much time as he can outdoors.
Jorge Delucca has been working for OSHA for 17 years, as a bilingual (Spanish) Industrial Hygienist, first at the OSHA Dallas Area Office and currently at the Oklahoma City Area Office where he is the Compliance Assistance Specialist and Voluntary Protection Program Coordinator. He did a 20-year career in the US Air Force, most of it as a Bioenvironmental Engineer. After he retired, he worked as Environmental, Safety and Health Engineer in private industry. He was an adjunct instructor of Environmental Science and Ethics at the University of Phoenix, Oklahoma City Campus before he joined OSHA. He has a Bachelor’s degree in Chemical Engineering from the University of Puerto Rico, a Master of Science in Environmental Management from the University of Oklahoma and a Master of Arts in Business Administration from Webster University. He is the author of the book A Few Great Scientists: From Alfred Nobel to Carl Sagan.
Executive Committee Member: Energize for Safety Coalition
Tom Robins founded the Energize for Safety Coalition. This nationally award-winning coalition works to improve safety in Oklahoma Communities where energy is produced and transported. Tom has served as the Deputy Secretary of Energy for Oklahoma where he worked with the public and state energy related boards agencies and commissions to help implement the Governors state energy plan. He also served as the Governors representative to the Interstate Oil and Gas Compact Commission, the Southern States Energy Board, and the Western Governors Association.
Tom holds a B.A. in History from Utah State University and a M.A. in Political Management from The George Washington University. He lives in Edmond Oklahoma with his wife and three active boys who all loudly cheer on the Oklahoma City Thunder.
Executive Committee Member: Lagoon Water Midstream
Patrick Whalen joined Lagoon in October of 2018 as the VP of HSE. Previously, Mr. Whalen served as HSE Supervisor of the Oklahoma Resource Basin at Marathon Oil Company. In addition, Mr. Whalen held a role as Production Supervisor with Marathon. He holds a Bachelor of Science in Ecology from the Ohio State University, Master of Science in Environmental, Safety and Health Management Phi Kappa Phi from the University of Findlay, and a Master of Business Administration Beta Gamma Sigma from the University of Maine. Mr. Whalen is a Certified Safety Professional and Occupational Hygiene and Safety Technician through the Board of Certified Safety Professionals.
Executive Committee Member: Cactus Drilling
Joe White is the HSE Manager for Cactus Drilling in the Mid-Con Basin. He has been in the Oil and Gas industry since graduating from Oklahoma State University in 2012. He graduated with degrees in Accounting and Finance.
After graduating from college, he started working on drilling rigs as a floor hand. He has been the HSE Manager since 2017. His primary focus is Behavioral Based Safety and making sure all employees go home safely.
When he is not on the rigs, he enjoys volunteering on the local fire department, working on the farm and spending time with his wife and daughter in Guthrie.
